The Road to Digitalization: How the EU Is Implementing Educational Technologies

In recent years, the European Union has been actively advancing its course toward the digitalization of education. Under the EU Digital Decade program, by 2030 the EU aims for 80% of the adult population to possess basic digital skills. This initiative covers not only educational institutions but also the business sector, encouraging the training of professionals ready to work in a digital economy.

According to Eurostat, more than 30% of the adult population in the EU already actively use online courses and digital learning resources, reflecting the high demand for innovative educational formats. These trends are also relevant for the business community, as digitalization is becoming an important competitive advantage.

In the context of rapid changes in technology and education, supporting digital initiatives and implementing modern educational technologies has become a top priority for entrepreneurs and companies.

One of those actively developing digital competencies is entrepreneur Emil Arutyunyan from Dnipro, Ukraine. In July 2025, he successfully completed an international webinar titled “Transfer of Educational Technologies in the Training of Bachelors and Masters in the Countries of the European Union,” which took place in Lublin, Poland.

The program was organized by the International Educators and Scientists Foundation (IESF) with the support of the Institute of Public Administration (ISAP). The webinar included 45 academic hours, consisting of lectures, practical sessions, and independent study. The curriculum also covered such disciplines as administrative law, financial law, and administrative procedure.

We live in an era of rapid change, and education is a process that should never stop. It is especially important to remember that a diploma is not just a piece of paper, but a tool for building the future — and the use of technology in education helps accelerate this process. I want students and teachers to see technological changes as an opportunity, not a threat, and to learn to use new tools effectively to improve education, setting aside doubts and negativity.”

In addition, according to the entrepreneur, special attention should be given to children and young people of Ukraine, who, despite the harsh conditions of war, continue to pursue their education. This focus represents a significant part of the charitable mission of Emil Arutyunyan and his business partner, Oleksandr Petrovskyi, president of the “Solidarity” Charitable Foundation.

This is not only a chance for the future but also an important element of adaptation and recovery. It is highly significant that European countries continue to welcome Ukrainian children and students, giving them the opportunity to continue their studies. Such support helps them not only gain quality education but also return to a normal life while maintaining their connection to the world of knowledge.
